Substats
The sub-stats are random however, they can be improved in different ways. In contrast to the main stats that increase with each upgrade, the sub-stats may be boosted randomly on any of the four existing slots. The number of sub-stats that an artifact can possess is determined by its rank which is Rank 2, with the Rank 2 having no sub-stats at all and 5 being the highest ranked with five. Each sub-status comes with a range of rarity in which it can be created in.
If you'd like to increase a higher chance of getting the sub-stat you want You can make use of the REFINE ARTIFACTS option to increase it by four levels. However, this will cost you MORA. Finding duplicates is another method to boost the sub-stats on an item. You can then improve duplicates to give them a higher rarity or a different set sub-stats. Reroll tokens

This includes cloaks and rings and neck chest, shoulders back, wrists, hands, legs, waist, and feet as well as a weapon on the off-hand. The ILVL is considered twice, as the off-hand and the main hand have different iLevels.
The iLevel determines which stats are given priority. Certain stats are more valuable than others depending on the class or spec. For instance, crit score is very expensive and haste rating is relatively affordable. The item level determines how much of the budget of the item's ilvl on secondary and primary stats, and how much is left for effects and procs.
